Israel and Hamas start third-party negotiations in the Egyptian city on American Gaza peace proposal.

Israel has been carrying out an offensive in Gaza City for weeks.

Mediated discussions working toward a comprehensive deal on a American ceasefire proposal to end the war in Gaza have begun in the Red Sea resort of the Egyptian resort town.

Palestinian and Egyptian officials have reported that the meetings are focused on "creating the field conditions" for a possible exchange that would see the liberation of all detained individuals in compensation of a number of Palestinian prisoners.

The group stated it accepts the negotiation framework to some extent, but has failed to address several essential conditions - particularly its disarmament and political participation in Gaza.

Israel's prime minister said on Saturday that he anticipated declaring the liberation of detained individuals "shortly"

Background Context

The talks, which will involve regional and international officials facilitating discussions with representatives from both the two sides in isolation, occur on the approach of the second anniversary of the armed assault on Israeli territories on October 7th, in which approximately 1,200 people were lost their lives and 251 individuals were taken hostage.

The defense forces began military actions in Gaza in response. Following the initial attack, over 67,000 have been lost their lives by Israeli military operations in Gaza, as reported by the area's medical administration.

Proposal Framework

The comprehensive proposal, which has been agreed upon by US President Donald Trump and Israeli Prime Minister Benjamin Netanyahu, outlines an immediate end to combat and the release of 48 detained individuals, only 20 of whom are believed to be surviving, in compensation of multiple hundreds of Palestinian prisoners.

In the latest development, officials replied to the initiative in a statement, in which the group consented "to release all detainees, both living and dead, according to the transfer mechanism outlined in the US initiative" - if the required situation for the transfers are met.

It did not specifically mention or endorse the comprehensive proposal but said it "reaffirms its commitment to hand over the administration of the Gaza Strip to a local administration of professionals, founded on local agreement and international backing"

The declaration omitted reference of one of the essential conditions of the proposal – that Hamas consent to its weapons surrender and to having no future involvement in the governance of Gaza.

International Response

Many Palestinians portrayed the organization's answer to the ceasefire proposal as surprising, after multiple days of suggestions that the group was likely to refuse or at least substantially modify its approval of the American initiative.

Alternatively, Hamas omitted its traditional "red lines" in the public announcement, a action many interpret as a indication of external pressure.

European and Middle Eastern leaders have endorsed the proposal. The governing body, which controls parts of the Palestinian territories, has characterized the US president's efforts as "genuine and committed"

The Islamic Republic - which has been one of the group's primary supporters for many years - has also recently indicated its backing of Trump's Gaza peace plan.

Current Situation

Israeli bombardment persisted in multiple areas of the Palestinian territory on the beginning of the week ahead of the discussions commencing.

Israeli forces is conducting an military operation in the city, which it has said is designed to securing the liberation of the still-detained individuals.

Mahmoud Basal, representing Gaza's civil protection agency, stated that "assistance vehicles have been authorized access for the urban center since the military operations started recently"

"Remains persist we are unable to recover from locations under military occupation" he commented.

Numerous individuals of the metropolitan area have been compelled to evacuate after the defense forces required departures to a established protection region in the south, but hundreds of thousands more are believed to have remained.

The defense representative has admonished that those who persist during the offensive would be "terrorists and supporters of terror"

In the recent period, 21 Palestinians have been fatally injured in Gaza and a another 96 wounded, the local medical authorities said in its current assessment.
